As an Operations Research Analyst, you will plan, develop, implement, document, and maintain cost/financial methods, models, and strategies. Operations Research Analyst responsibilities include: - Evaluating and developing (using mathematical, statistical, economic, and engineering techniques) cost models and cost estimating relationships on efforts that reflect schedule, performance, and economic factors - Demonstrating knowledge of the theories, principles, and practices of cost analysis in support of the development of cost estimates that includes data collection, data normalization, data analysis, risk analysis, sensitivity analysis, and/or Earned Value Management (EVM) - Demonstrating knowledge of the theories, principles, and practices of cost analysis in support of the development of cost estimates that includes data collection, data normalization, data analysis, risk analysis, and sensitivity analysis

The qualifications listed are the minimum acceptable to be considered for the position. Degree in Mathematics, Operations Research, Statistics, Physics, Engineering, or Computer Science is preferred. Degree must include 2 years (which equates to approximately 24 credit hours) of advanced mathematics. Relevant experience must be in the design, development, use, and evaluation of mathematics models, methods, and/or techniques (e.g., algorithm development, statistical modeling, forecasting, and stochastics) to study issues and solve problems. ENTRY/DEVELOPMENTAL Entry is with a Bachelor's degree and no experience. FULL PERFORMANCE Entry is with a Bachelor's degree plus 3 years of relevant experience or a Master's degree plus 1 year of relevant experience, or a Doctoral degree and no experience. SENIOR Entry is with a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience, or a Doctoral degree plus 2 years of relevant experience. EXPERT Entry is with a Bachelor's degree plus 9 years of relevant experience, or a Master's degree plus 7 years of relevant experience, or a Doctoral degree plus 5 years of experience.
The ideal candidate is someone with a desire for continual learning who possesses strong communication (oral and written), problem-solving, analytic, interpersonal skills and is: - able to manage multiple tasks with competing timelines and deliverables - customer and results-oriented - detail-oriented - able to adapt to changing requirements - able to work effectively (independently and/or within teams) across functional areas in a professional and collaborative environment Knowledge and experience in one or more of the following areas is required: - Financial or business-related computer software, to include the Microsoft Office suite of tools plus add-ons - Government Planning, Programming, Budgeting, and Execution (PPBE) process and DoD acquisition processes - Evaluating contractor cost accounting systems for cost, schedule, and performance - Building, improving, and maintaining cost databases, models, and cost estimating relationships used in the development of cost estimates
Salary offers are based on candidates' education level and years of experience relevant to the position and also taking into account information provided by the hiring manager/organization regarding the work level for the position. This position is hiring for Maryland. Salary ranges vary by location and work level. Salary Range: $77,745 - $183,500 (Entry, Full Performance, Senior, Expert Level) On-the job training. Internal NSA courses, and external training will be made available based on the need and experience of the selectee. Typical work schedule is Monday - Friday, with basic 8hr/day work requirements between 0600 and 1800 (flexible).
