As a Budget Analyst at the NSA, you will be instrumental in building and managing resources for multiple years and producing financial reports. Applicants with prior DoD/IC experience and Program Build experience to include interpreting fiscal guidance from ODNI and OMB are preferred. For entry level applicants, experience or knowledge of HR and/or manpower is a plus. Budget Analysts cover a variety of responsibilities that include, but are not limited to: - Planning, programming, budgeting and execution process, the congressional budgetary processes, and DoD/IC-specific budget practices - Analyzing financial, performance, and requirements data for business decision making - Using financial principles to identify trends in data - Justifying the resources (manpower and funding) to support the strategic plans of the President, DoD, Intelligence Community, and the NSA - Advising NSA/CSS elements in the preparation, negotiation, coordination, approval, and termination of all reimbursable support agreements. - Managing all aspects of Cyber tenant requirements and reimbursement activities to ensure proper execution of funds within appropriate timeframe as indicated on incoming funding orders - Managing civilian and military manpower resources to reflect current and future requirements Individuals selected for this position are required to obtain DoD Financial Management (DoDFM) and appropriate DAWIA certification within 24 months. ***NOTE: This position requires an uploaded college transcript upon application. Budget Analysts at NSA provide sound and accountable financial management, information, and decision-making support to enable NSA to be fully responsive to external oversight requirements as well as providing support and guidance internally. They ensure optimization of Agency resources through corporate oversight of all funds and manpower associated with NSA, direction of NSA's budget and program build process and execution process, and corporate oversight for all reimbursable Support Agreements executed by NSA.
The qualifications listed are the minimum acceptable to be considered for the position. Degree must be in Business or a related field (e.g., Accounting, Economics, Finance, Statistics, Mathematics, Business Administration, or Public Administration) with at least 24 semester credit hours in accounting, business finance, law, contracts, purchasing, economics, industrial marketing, marketing, quantitative methods, and/or organizational management. Relevant experience must be in a business or finance related area (e.g., analyzing/monitoring budgets and expenditures). ENTRY/DEVELOPMENTAL Entry is with a Bachelor's degree and no experience. A high school diploma or GED plus 4 years of relevant experience, or an Associate's degree plus 2 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position. Certified Defense Financial Manager (CDFM) and/or DAWIA Financial Management (FM) level I is preferred. FULL PERFORMANCE Entry is with a Bachelor's degree plus 3 years of relevant experience or a Master's degree plus 1 year of relevant experience, or a Doctoral degree and no experience. A high school diploma or GED plus 7 years of relevant experience, or an Associate's degree plus 5 years of relevant experience may be considered for individuals with in-depth experience that is clearly related to the position. Certified Defense Financial Manager (CDFM) and/or DAWIA Financial Management (FM) level II is preferred.

Salary offers are based on candidates' education and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Salary ranges vary by work level. Salary Range: $53,105 - $122,459 (Entry/Developmental, Full Performance) On-the job training, internal NSA courses, and external training will be made available based on the need and experience of the selectee. Work Schedule: Monday - Friday, with basic 8hr/day work requirements between 0600 and 1800 (flexible)
