Job Description

The professionals at the National Security Agency (NSA) have one common goal: to protect our nation. The mission requires a strong offense and a steadfast defense. The offense collects, processes and disseminates intelligence information derived from foreign signals for intelligence and counterintelligence purposes. The defense prevents adversaries from gaining access to sensitive classified national security information. The Network Manager will function as a Capabilities Watch Officer (CWO). The CWO is a corporate initiative instantiated at the Regional Capabilities Centers (RCC) across the Enterprise. The National Security Agency in Texas (NSAT) CWO has the primary responsibility for maintaining situational awareness of the NSAT IT infrastructure (ITI) and the Regional Capabilities Center West (RCC-West) region. This position is for a self-starter and full-time member of the CWO team, which reports daily to the NSAT Capabilities Service Center (CSC) Chief. Responsibilities include, but are not limited to: -Providing time-sensitive capabilities support for NSA's SIGINT and/or Cybersecurity operational missions by maintaining situational awareness of world events, operations of US and allied forces, and operations of agencies of the Federal Government or status of the US Cryptologic system in order to maximize the posture of the cryptologic system. - Briefing NSA senior leaders and US Government customers and stakeholders on NSA actions with regard to ongoing and anticipated IT infrastructure events to provide necessary information for them to make informed decisions. - Guiding the organization or program in creating and sustaining a strong customer focus and high expectations for performance. - Motivating and encouraging others to accomplish work responsibilities and goals. - Establishing and maintaining working relationships and networks with customers, professional colleagues internal and external to the Agency, and representatives of other agencies. Providing timely and accurate responses to requests for assistance, information, products, or services. - Acting as the focal point for NSAT ITI health, status, and security by working closely with peer organizations and Subject Matter Experts (SME's) at NSAT and National Security Agency in Washington (NSAW) to facilitate synchronization of efforts. - Acting as the focal point for the status of services offered to local, regional and global customers for determining service performance and completeness. - Acting as the focal point for all NSAT ITI outages (planned and unplanned) and cross walking mission impact against mitigation strategies. - Acting as the touch point for RCC-West and CSC concerning incidents and issues impacting not just the NSAT IT infrastructure but throughout the entire RCC-West region. - Managing the escalation of high priority ITI situations on behalf of the NSAT Capabilities Director, by assembling and leading select SME's through fault isolation and resolution. CWO team members will also participate in performance and stability trending analysis.

Salary Range: $83,692 - $111,469 (Full Performance) *The qualifications listed are the minimum acceptable to be considered for the position. Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience, or a Doctoral degree and no experience. The following may also be considered for individuals with in-depth experience that is clearly related to the position: an Associate's degree plus 5 years of relevant experience; or at least 18 semester hours of military coursework/training in networking, computer science, or cyber topics plus 5 years of relevant experience. Degree must be in Network Engineering, Systems Engineering, Information Technology or related field (e.g., General Engineering, Computer Engineering, Electrical Engineering, Computer Science, Computer Forensics, Cyber Security, Software Engineering, Information Assurance, or Computer Security). Relevant experience must be in using specialized test equipment and network analysis tools (e.g., ping trace-route, network management software, and loopbacks) and include network engineering (i.e., design/analysis of networks, routers, switches, firewalls, protocol) and/or installing and configuring networks, routers, and firewalls. Salary Range: $93,822 - $119,442 (Senior) *The qualifications listed are the minimum acceptable to be considered for the position. Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Entry is with a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience, or a Doctoral degree plus 2 years of relevant experience. The following may also be considered for individuals with in-depth experience that is clearly related to the position: an Associate's degree plus 8 years of relevant experience; or at least 18 semester hours of military coursework/training in networking, computer science, or cyber topics plus 8 years of relevant experience. The ideal candidate possesses strong communication (oral and written), problem-solving, analytic, interpersonal skills, and is: - decisive, flexible, resilient, detail-oriented, customer and results oriented - able to adjust to changing situational requirements, identify, manage, resolve conflicts, and disagreements in a constructive manner - is willing to perform shift-work in support of 24/7 operations - able to work effectively (independently and/or within teams) across functional areas in a collaborative environment - build relationships across the Agency and with external stakeholders as appropriate - able to manage multiple tasks with competing timelines and deliverables - proficient with Microsoft Office suite of tools (i.e. Word, Excel) and network monitoring applications Knowledge, skills, and experience in one or more of the following is desired: - compose routine documents (for example, e-mails, memoranda, minutes from meetings, status reports, and production reports) - plan, develop, and structure analytic approaches - communicate target and/or technical information in a manner that satisfies customer requirements and needs in accordance with existing principles and policies - familiar with intelligence reporting policies, procedures, dissemination practices, legal authorities, and restrictions for disseminate of intelligence information - Information Assurance Certifications may be required.

On-the job training, Internal NSA courses, and external training will be made available based on the need and experience of the selectee. This is a full-time position and is considered emergency essential. Additionally, this is a 12-hour rotating shift schedule. Located in south central Texas and Bexar County, San Antonio is located at the northern edge of the Gulf Coastal Plains and the southern edge of the Texas Hill Country, about 140 miles north of the Gulf of Mexico. San Antonio's average temperature is 69 degrees with humidity varying from 83 percent in the early morning to an afternoon level of 47 percent. The temperatures in the winter months dip below freezing only about 22 days on the average. San Antonio is extremely family-oriented. It is the home of the shrine to Texas liberty, the Alamo, as well as the world renowned Paseo del Rio, or Riverwalk.
